Bio-fuel is the need of the Nation and Uttarakhand State is rightly contributing to release pressure on traditional source of energy through its different programmes, promoting non conventional sources of fuel in the State.

The Bio-fuel Species Plantation is pioneer and unique programme that Government of Uttarakhand has initiated, with the view to produce Bio-diesel through promotion of Jatropha Curcas in degraded and waste lands, considered one of the most suitable species for Bio-diesel,. The plantation of Jatropha Curcas in degraded and waste land shall provide employment to poor and marginalized section specially families Below Poverty Line (BPL), SC and ST category. It shall also help in soil conservation and treatment of landslides area in hills, simultaneously enhance the green patches in the State.

The Bio- Fuel Species Plantation programme was launched in 2004, by inviting EOI for an area of about 2,00,000 hectares waste land of the State. The main thrust behind the project is promotion of Bio-fuel species for economical, environmental and social benefits to lower and marginal families. To ensure adequate planning, proper functioning and participation in the Jatropha Plantation programme; Tripartite agreement has been formulated and constituted between State government through forest department, Uttarakhand Forest Development Corporation and Uttarakhand Bio-diesel Company Ltd.
 

 Tri-partite Agreement………..

A tripartite agreement was signed on 16th June 2004 in presence of Hon’ble Chief Minister of Uttarakhand amongst

with a objective to create mass scale employment for rural poor, schedule caste (SC), Scheduled Tribes (ST) and people living below poverty line in the State of Uttarakhand. The agreement provides an opportunity to best use of degraded and waste land by planting Jatropha curcas, which is best suitable plant for lower grade land and in other hand better yield providing for Bio-fuel production. To facilitate plantation, motivation, training and fund management, a non profit making society that is presently working as Uttarakhand Bio-fuel Board, is proposed to be formed. Uttarakhand Forest Development Corporation shall responsible for purchasing of seeds from growers at the rate of Rs3/- kg, could be amended as per the rate of Bio-fuel in the market and Uttarakhand Bio-Fuel Ltd. shall responsible to set up a Tranesterification unit for oil extraction and purchasing of entire quantity of seeds at the rate of Rs3500/MT up to six years of plantation. 20% of price adjustment formula shall be applicable from sixth to tenth year. From eleventh year the purchase price will be calculated as per following formula

In case of any dispute and differences of opinion among the parties regarding any condition under the agreement the same shall be referred to the Arbitration & Conciliation Act 1996.

As per the tripartite agreement Uttarakhand Bio-Fuel Ltd. is under a process of establishing a plant that would produce 50 MT / day of bio-diesel by tranesterification process in the initial stage. The plant is being established in Amanatgarh near Biharigarh and is in the final stage of construction and would commercial production by April/ May 08. It is proposed to enhance the Capacity of the plant two 600 MT/ day in due course.

The specific guidelines are formulated for each stakeholder under the tripartite agreement as below:

Stakeholders under the tripartite agreement:
1. State Government
2. Forest Department
3. Forest Development Corporation
4. Vanpanchayats / JFMCs
5. Uttarakhand Bio-fuel Board.
6. Uttarakhand Bio-fuel Ltd. (UBL)

Role and Responsibilities of Stakeholders:-

A) State Government-
1. To create mass scale employment for rural poor, SC/ST & BPL families of Uttarakhand priority will be given in different schemes of Government of Uttarakhand & Government of India for growing and maintaining the plantation used in production of bio-fuel.
2. To nominate one member each from forest department & Van Nigam not below the rank of Conservator of forest in the Board.
3. To help the working of the board.

B) Uttarakhand Forest Department-
1. To identify degraded land in the VPs/ JFMCs in Uttarakhand for plantation of bio-fuel species over a period of three years.
2. To recommend the micro plans of Jatropha plantation for approval of the Board.
3. To issue the transit passes for movement of Jatropha seeds.
4. To provide mutually identified nurseries to Board for raising bio-fuel saplings and to grow saplings for Board and supply them at cost.

C) Van Panchayats/ JFMCs:
1. Van Panchayats shall demarcate & assign the land under their management for Jatropha Plantation.
2. Van Panchayat beneficiaries shall maintain plantation, collect seeds and carry the identify nearest road side collection centers of Van Nigam.

D) Uttarakhand Forest Development Corporation:
1. UFDC will be sole buyer and collecting agency for bio-diesel seeds produced in the state.
2. Shall enter in to the agreement with Van-Panchayats & JFMC to collect Bio-fuel seeds
3. UFDC will sell the entire Jatropha seeds exclusively to Uttarakhand Bio-fuel Limited.

E) Uttarakhand Bio-fuel Board
1. Board shall make financial proposals to arrange institutional funds, funds under State government and central government schemes for the purpose of Bio-fuel species plantation.
2. Enter in to an agreement with VPs/JFMCs.
3. Approve micro-plans on recommendation of DFOs
4. Board will facilitate plantation, motivation, training, micro-plan approval. fund management and monitoring at VP/JFMC level.

F) Uttarakhand Bio-fuel Ltd (UBL)
1. Invest in purpose of Bio-fuel seeds.
2. Establishment of Bio-diesel processing units.
3. If required UBL shall invest on establishment of plant and machinery of tissue culture facility.
4. UBL shall use seeds only for Bio-diesel production in Uttarakhand

G) Monitoring & Evaluation

A. Monitoring is undertaken at three levels:

  1. Internal Monitoring

  2. External Monitoring

  3. State level Monitoring

  • (Each organization monitors 300 ha of plantation from pit digging to input distribution & utilization.)

Apart from the Government Initiatives, University of Petroleum & Energy Studies, Dehradun has established a well equipped laboratory namely “Biofuels Research Laboratory (BRL)” to carry out research and Development activities on production, evaluation of physicochemical properties and utilization of Biofuels such as Straight Vegetable Oil (SVO), Bio-ethanol, Bio-hydrogen, Biogas and Bio-diesel.

The Indian Institute of Petroleum (IIP) is actively pursuing the utilization of non-edible oils for the production of bio-diesel, additives for lubricating oils, saturated and unsaturated alcohol and fatty acids and many other value added products. The results obtained so far are encouraging and need further investigations for commercial exploitation of these products. Some of the products used as lube additives are being produced commercially from non-edible oils based on IIP's technologies. IIP is pursuing program sponsored by DBT on "Liquid fuels form Renewable Resources". The project has two parts:

Part – A deals with the indigenous technology development for biodiesel production using Jatropha Curcas, Karanj Oil, Mahua Oil and Salvadora Oil, as a networking project along with CSMCRI, Bhavnagar and NBRI Lucknow.

Part – B deals with the recovery of Hydrocarbons from biomass and their conversion to liquid fuel with Rajasthan University Jaipur as a networking partner. Rajasthan University will be supplying the biomass to IIP for its extraction and conversion to liquid fuels. Under this program bulk sample of bio-diesel will be prepared using the 30 liter capacity batch pilot plant available at IIP.
